I do have 5 clients at the moment running office 2013 on windows 2008r2. This includes the Home and Student versions, the Business version, and the two Professional versions. The other server may be working on a grace license. The activation service installation wizard will start. I would assume that the same is true of 2013. As you can imagine, scouring the web for product keys every few months is tiresome and a little bit frustrating. Thanks for the response on where enterprise-level questions should be asked.

I may be missing something simple here. Resolved - It looks like Office 2013 license keys cannot be activated in Server Core via slmgr. We are currently able to activate Office 2010 without issues. Basically the issue is that not enough clients. I got it activated successfully over the phone and completed the volume licensing setup and also allowed volume licensing through the firewall. See application log blah blah. For office you have to use ospp.
